The principles of structure of the Navy DCI Automated Support System, its operation, the problem issues of creating the cartographic server for ships and vessels of the Navy are considered. The main technical requirements to its development and creation are formulated.

It is shown that at the current stage of development of means and methods necessary to provide the navigation safety for vessels and ships in the Arctic, the employment of virtual aids to navigation, aids of vessel traffic control based on the automatic identification systems and low-orbit satellites is becoming the urgent problems of today.

The main provisions of approach used to determine the scientific technical level of innovation solutions of patent and its innovation potential are presented. The results of evaluation development of the means and methods used to investigate and survey the bottom relief based on the analysis of some patents of the “GNINGI” OJSC specialists, are generalized and presented.

Noninterpolation Method of Determining the Limits of Dangerous Sea Bottom Areas on Charts. A. M. Abramov. – Navigation and Hydrography. – 2015. – No. 42. – Р. 27–31.
The method of determining the limits of navigationally dangerous sea bottom areas using the charts is considered. In this method the interpolation of depths shown on the charts is not required. It is shown that to determine such limits it is possible to use the representation of the submarine relief segmented into monochromatic sections.

The weather forecasts are based on taxonomic type regularities and are not the cause-and-reason conclusions. At present, when developing the forecasts, it is considered that the values of meteorological values reflect the laws of atmosphere changeability. It is shown that this point of view does not take the cycle of matter and energy in the atmosphere into account. The completely new direction of development of forecasts based on revealing the latent noncasual regularities of cycles of the matter and energy is suggested.
