The influence of reliability and components stability
characteristics of the adaptive information-measuring navigation systems on the
effectiveness of their employment is analyzed. The study was carried out by
numerical method, using, as an example the adaptive information systems with
the main and additional measuring channels and adaptation circuit.

Intellectualization

A new principle of building the laser range for visual
and technical orientation of dynamic objects including the lateral ones
implemented by controlling the laser beam parameters of the range,
is proposed. The optimum parameters and the law of power change for the laser
beam, taking into account the existing standards and limitations for the effect
on the operators eye during the visual orientation by the laser range, have
been defined.

The problematic issues of the application of
mathematical methods for the analysis of decisions from the point of view of
the tasks of navigation and hydrographic support for the Navy and fighting
forces of the fleet are described. Implementation of the decision system of
navigation and hydrographic support in the new concept of naval warfare, based
on the principle of network-centric operations management (fighting) of the
forces, increases the relevance of the use of existing and developed methods of
decision theory.

The problems arising in comparison of representations
of the same submarine relief on different charts, as applied to the tasks of
navigation and hydrography, are considered. To solve these problems, the
expedience of developing the method of their comparison, based on the
employment of topological qualities of the surface represented by the Morse-Smale COMPLEX, is shown.

By the results of hydrographic surveys the bottom
relief of the Arctic basin is one of the best studied areas of the world ocean
whose different-scale forms of relief are represented by different-scale
bathymetric charts and morphological maps. Analysis of the bathymetric data
base enabled to determine the specific features of the bottom relief and
regional regime of the basin sedimentation which resulted in arbitrary
geological interpretation of the submarine features that is at variance with
the well-known classification of the bottom relief and different hydrodynamic
models. Especially these contradictions became apparent when implementing the
requirements of the International Convention on the Law of the Sea (1982) for
substantiation of the outer limit of continental shelf of the coastal states in
the Arctic basin. To provide the agreement between the obtained notions of the
basin bottom relief and the accepted notions and terms of geomorphology, it is
necessary to consider in detail the criteria of the outer limit of the
continental shelf that are defined by the requirements of the Convention,
including the direction of explorations on this problem.

The insufficient state of hydrographic knowledge of
the Northern Sea Route area is considered. The problem of authenticity of representing
the local bottom uses on navigation charts is discussed. Attention is drawn to
the necessity to carry out the joint analysis of the bottom relief
representation and the state of knowledge scheme shown on navigation charts to
provide the navigation safety in the Arctic Seas.

The method of considerable reduction of the methodical
error arising due to the beams refraction effect is proposed. The method
enables the reliable results of survey to be obtained promptly and efficiently
during one survey line for the full swath width of multibeam
echosounder with unknown vertical distribution of
sound velocity.

The current state of the hydrometeorological
support system for the Navy is considered. The main tasks to be carried out in
the course of the further improvement of the system are formulated. The
algorithm of the automated systems synthesis, based on the morphological
analysis method, is presented. The synthesis problem of hydrometeorological
measurements subsystem is considered. The criteria of “suitability” and
“optimality” for the synthesized automated hydrometeorological
support systems are formulated.

The following technique based on spline approximation
is offered. It allows to use the information about the
field with the refinement of geopotential field over the oceans. The weather
satellite data are the source of cloud field information. To construct the
approximation spline that allows to obtain the refined
values of the geopotential, the zonal and meridional components of the wind
velocity vector are used as the values of directional derivatives. The zonal
and meridional components are determined using the satellite data.
